To use an .osm file in ArcMap, you have to have the Data Interoperability extension installed in ArcMap. Download the extension from the software folder in Goliath. Then make sure the extension is turned on in ArcMap before you add the .osm file to your project file.
You can also download the Openstreetmap toolbox for ArcMap, which allows you to download openstreetmap data directly into ArcMap. Here is more information.
