Yes, there is a way to create an annotated bibliography, and it involves creating a customized output (ie. bibliography)  style which adds the fiield you chose to use to store your annotations to each citation format you may be including, as well as some spacing instructions.

There are very clear instructions from refWorks on creating an output style with annotations.
